The issue of acquiring your own housing is relevant for most young families. He rises especially acutely if you have more than one child in your family. After all, if you can still imagine in a one -room apartment with one small child, if there are three children, such a life is definitely not called. The main problem is that money, as a rule, in such families for a new apartment. The state is trying to solve this problem by creating special programs, including social mortgage programs for large families. We will try to figure out what kind of program it is, how realistic it is to get such a loan and what to do for this.
Under a large family in our country, it is customary to understand families where parents bring up three or more minor children. Such families receive various benefits both in the field of social security and in the acquisition of new housing.
The conditions of social mortgages look very attractive to everyone to purchase their own apartment and favorably differ from standard credit offers of commercial banks. So, subject to lending for a ten -year term, the interest rate is only about 10% per annum, and the buyer needs to pay the initial amount equal to 10% of the cost of the acquired preferential housing. If the term increases to 30 years, then the interest rate increases to 11.7%, and the initial contribution is already 30% of the cost. The maximum amount of such a loan for Moscow is 15 million rubles, and the minimum 300 thousand rubles. Even in this embodiment, these conditions are very favorable.
In addition, at the birth of a new child, the state covers 18% of the cost of housing, which are deducted from the amount of the main debt on the loan. But only socially unprotected families have the right to receive such a loan, which often include large families. Large families have the right to apply for a program of preferential lending both with the aim of acquiring their first apartment, and with the aim of improving current housing conditions, as well as the construction of a country house or cottage.
Applications from large families are usually considered very quickly. In the event of a positive decision of the bank, such a family receives a state subsidy equal to one third of the cost of future housing. All families participating in the federal program for providing housing for those in need of young families and standing in line until March 2005 have the right to such a subsidy. Participants in this program also have the right to another type of state subsidy in the form of a purchase of 30 square meters of future housing at the expense of the state. The issuance of such loans and the procedure for their repayment are strictly regulated and controlled by the state. The list of requirements for the borrower is put forward quite strict, especially to part of the documentary confirmation of social insecurity and stability and the size of monthly earnings. When issuing this type of loans, the provision of guarantors is often required. A package of documents necessary for obtaining a mortgage loan varies depending on the bank. But the main documents include the following:
Application for a loan filled out in the form of a bank.
A copy of all pages of the passport.
Confirmation of the composition of the family.
Documents confirming social insecurity.
Certified copy of the work book.
Certificate in the form of 2NFL, confirming the official income of the borrower and co -borrower.

As a rule, a commission for drawing up a loan agreement and early repayment under social loan by banks is not charged. If the official total income of the spouses is not sufficient to approve the loan, but at the same time, one of the spouses has not reached 35 years and the family continues to be considered a young one, on the basis of this, the income of the parents of the borrower or co -borrower is also possible.
There are federal and regional programs of social mortgage lending, each of which provides for its own benefits and interest rates, as well as the procedure for repaying loan debt. Due to the subsidies allocated by the state, only part of the mortgage can be repaid, while the rest of the payments are transferred to the full zone of responsibility of the borrower and co -borrower. At the same time, it is very important to consider that buying an apartment under the social mortgage program does not give the owner of the apartment the right to receive a tax deduction, as in the case of buying an ordinary liquid apartment. So, to count on receiving 260 thousand rubles, due to which you can pay off part of the main debt on the loan, unfortunately, you do not have to. But you can pay maternal capital, which is completely not prohibited by applicable law. Maternity capital can also act as an initial contribution.
In Moscow, in addition to the social mortgage program and the city housing subsidy, for large families standing in line to improve housing conditions, there are options for purchasing apartments at preferential prices, which vary depending on how long this family expects a new apartment. The use of such a “prescription” coefficient allows you to purchase a new apartment at a price of significantly lower than its real market value. Moreover, for socially unprotected large families, in which there are three or more minor children, the city program of free subsidies also operates, which compensates for the 100 % regulatory value of the apartment. The only problem here is that such a normative value often does not coincide much with the market. And the money received is enough only to buy an apartment in the suburbs. Large families may also be offered participation in a preferential lending program without an initial contribution, with a maximum period of 30 years and a deferred payment in the first 3 years. At the same time, the state offers compensation for all monthly payments up to 75% when a new child appears in the family.
As can be seen from the above features of social lending, in order for a large family to count on obtaining a preferential loan and state subsidy, it should, as in the situation with the program “Affordable Housing to a Young Family”, be recognized as needing to improve housing conditions. In Moscow, quite active construction of entire residential areas, apartments in which are intended specifically for young and large families, and are sold at favorable preferential prices. Unfortunately, so far the issue of improving housing conditions continues to be quite acute, but attempts to change the existing situation from time to time are made both by the state and from local authorities. So, for example, large families standing in line and expecting a future apartment, it is proposed to compensate for part of the rent for the apartment in which they live at the moment. This compensation is approximately half the average market value of renting similar city apartments.
In general, we can conclude that the existing programs of social mortgage lending offer large families to large families two main options: receiving a loan at reduced interest rates and the purchase of housing at preferential prices or a state subsidy for reimbursing a part of funds for paying the main debt.
